Job Description

Turner & Townsend is seeking an experienced Project / Cost Controls professional to work onsite and support the development and construction of a 290-acre, $1.2 billion data center campus onsite in Tucson, Arizona. This role focuses on managing the financial performance and project controls for large-scale building construction, including CSA and MEP systems, from pre-construction through closeout.

Responsibilities:

  • Manage and track project budgets across CSA and MEP construction scopes.
  • Develop and manage project control budgets in coordination with clients, contractors, and internal teams.
  • Set up and maintain project controls systems to track budgets, schedules, and performance metrics.
  • Monitor actual vs. forecast costs and perform variance analysis.
  • Actively manage the change control process and evaluate financial impacts of scope changes.
  • Track project hours, expenses, and costs, ensuring accurate reconciliation against forecasts.
  • Provide accurate and timely cost reporting at project and portfolio levels.
  • Operate and maintain integrated cost reporting platforms for budgets, commitments, and forecasts.
  • Submit monthly accruals for services, progress payments, and materials.
  • Develop and maintain cash flow projections, staffing plans, and contingency usage updates.
  • Support cost validation, progress valuations, and payment applications.
  • Collaborate with project managers, engineers, contractors, and finance teams to ensure financial alignment.
  • Facilitate and lead monthly project status report (PSR) reviews with leadership.
  • Participate in site walks and construction meetings to support cost tracking.
  • Identify and mitigate financial risks related to delays, overruns, and scope changes.
  • Record historical cost data and lessons learned to support continuous improvement.
  • Produce clear visualizations and reports for stakeholder communication.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications

  • Ability to work onsite with the client in Tucson, AZ.
  • Bachelors degree in Construction Management, Civil Engineering, Finance, or a related field.
  • 5+ years of experience in project controls and cost management for large-scale data center, mission critical or relatable large building projects
  • Strong understanding of CSA and MEP construction methodologies and sequencing.
  • Experience across the full EPC (engineering, procurement, construction) lifecycle.
  • Proficiency in integrated cost reporting platforms and data tools (e.g., Excel, MS Access); ERP system experience is a plus.
  • Skilled in cost control, scheduling, risk management, and performance measurement.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent communication and collaboration abilities across multidisciplinary teams.
  • Ability to manage large volumes of data and meet deadlines in a fast-paced environment.
  • Familiarity with construction procurement methods, contract types, and compliance frameworks.
  • Experience supporting monthly financial reviews and executive reporting.
