Duties and Responsibilities

The Triangular Partnership Programme (TPP) is a peacekeeping capacity-building programme under the Support Partnerships Service (SPS) of the Division for Special Activities (DSA), Department of Operational Support (DOS). It was launched in 2015 as a result of the 2014 Leaders Summit on UN Peacekeeping. Initially focused on engineering training in East Africa, it has expanded into a comprehensive programme with four projects: three training projects focused on engineering, medical, and C4ISR, and one operational support project on telemedicine.

Over its decade-long experience, the TPP has progressively widened in scope to keep pace with the increasingly complex challenges faced by UN Peacekeeping and African Union (AU) Peace Support Operations (PSOs), to ensure the Programme can continue to close required capability gaps. One expansion is to strengthen environmental management capabilities, in collaboration with the Environment Section under the Office of Under-Secretary-General for Operational Support.

In 2021, basic training in environmental management was piloted remotely, and with support of the Capacity Development and Operational Training Service (CDOTS), an e-learning course on the subject was launched on 14 July 2025. Building on these efforts, the TPP, with support of the Environment Section, will implement a capacity-building initiative to support troop- and police-contributing countries (T/PCCs) in transitioning to renewable energy systems in peacekeeping operations. This initiative is aligned with the “Way Forward: Environment Strategy for Peace Operations 2030” and is supported by extra-budgetary contributions from the Government of the Federal Republic of Germany.

DOS is committed to enhancing the environmental sustainability of peacekeeping operations. A key priority is the transition from diesel-based power generation to renewable energy systems, particularly in T/PCCs, which currently produce approximately 38% of the electricity used in missions. Despite progress in integrating renewable energy into mission infrastructure, T/PCCs have faced significant challenges in adopting and managing renewable energy systems.

These include gaps in technical knowledge, limited experience in project planning and implementation, and a lack of training infrastructure. To address these challenges, DOS, with support from the Government of Germany, is launching a specialised training initiative under its flagship TPP programme, the “Environmental Management (EM) Course - COE Renewable Energy Project Planners and Managers - Training of Trainers (TOT).” This initiative aims to build the capacity of T/PCC personnel to independently plan, deploy, operate, and maintain renewable energy systems in field missions.

With support from the Environment Section as organisational subject-matter centre of expertise on renewable energy, the Renewable Energy Training Consultant will play a central role in designing and delivering this training, developing course materials, and training future trainers. The consultant will also support the broader strategic objective of mainstreaming environmental management practices in peacekeeping operations, contributing to reduced environmental footprint, strengthened operational resilience, and improved safety and sustainability in the field.

Qualifications/special skills
  • A university degree (Bachelors degree or equivalent) in Renewable Energy, Electrical Engineering, Environmental Engineering or a related technical field is required.
  • Certification in project management (e.g., PRINCE2, PMP) or technical training development is desirable.
  • A minimum of five (5) years of professional experience in the field of renewable energy, electrical engineering, or environmental engineering, with a strong focus on the design, implementation, and management of renewable energy systems is required.
  • Demonstrated experience in developing and delivering technical training programmes, preferably in a peacekeeping, humanitarian, development or military operations context is required
  • At least two (2) years of experience working with or supporting T/PCCs or similar stakeholders in the deployment of renewable energy systems in field environments is required.
  • Experience conducting technical assessments and feasibility studies for renewable energy projects in remote or austere environments is desirable.
  • Familiarity with UN peacekeeping operations, Contingent-Owned Equipment (COE) frameworks, and environmental sustainability strategies is an asset.
  • Experience working in multicultural and multidisciplinary teams, with strong stakeholder engagement and coordination skills, is desirable.
Languages

Fluency in English is required. Knowledge of an additional UN language is an advantage.

Additional Information

The Renewable Energy Training Consultant will be responsible for delivering the following outputs in alignment with the objectives of the “EM Course - COE Renewable Energy Project Planners and Managers - TOT”: 1. Training Needs Assessment Summary - Take stock of existing training needs assessments conducted in the context of the Environment Strategy for Peace Operations - Conduct consultations with T/PCCs and relevant stakeholders to identify current and specific capacity gaps and training requirements.

  • Produce a summary report outlining key findings and recommendations for course design.
  • Course design and materials development

2. Develop a comprehensive training curriculum, including modules on: - COE renewable energy project planning - System design and engineering - Deployment, construction, and commissioning - Operation and maintenance in field conditions - Training of Trainers (TOT) methodologies - Scenario-based exercises and training materials tailored to peacekeeping context. 3. Pilot Training Delivery - Deliver the first pilot session of the EM-TOT course in collaboration with the Environment Section and TPP.

  • Facilitate interactive sessions, practical exercises, and assessments for 10-15 officer-level participants from T/PCCs (e.g., senior planning officers).

4. Course Evaluation and Refinement - Collect and analyse feedback from trainees and stakeholders.

  • Refine course content and delivery methods based on lessons learned.

5. Mentorship and Co-Trainer Development - Identify and mentor selected trainees to serve as co-trainers.

  • Support the development of a sustainable training model for future EM-TOT sessions.

6. Final Course Package - Submit a finalised course package including all training materials, facilitator guides, and evaluation tools.

  • Provide recommendations for long-term integration of the course into T/PCC training institutions.

7. Reporting and Documentation - Prepare progress reports after each major milestone (e.g., training delivery, course review).

  • Submit a final report summarising activities, outcomes, challenges, and strategic recommendations for scaling the training programme.
