Under the guidance and supervision of the Coordinator for ICT, CTED, based in New York, the Evaluation Expert, in close coordination and cooperation, will collaborate with the project team throughout the entire evaluation process, and contribute to the following tasks:

• Attend the expert group meeting (activity 2 of the project) in Nairobi, Kenya as an observer to collect information and build context and contacts for follow-on evaluation;
• Develop the evaluation design with detailed methods, tools and techniques based on the project workplan and logframe to measure the achievement of outputs and outcomes as set and conducted by the project team;
• Review results of questionnaires and consultation meetings with national beneficiaries as conducted by the project team;
• Interview beneficiary

States/Organizations/entities as part of the evaluation process;

• Provide substantive inputs in relation to the area of expertise to the whole evaluation process and to all deliverables;
• Ensure adherence to the UNEG Norms and Standards, and the full evaluation terms of Reference (ToR);
• Provide draft and final evaluation reports, and conduct briefings of results.

• Advanced university degree (Masters degree or equivalent) in law, security, criminology, international relations/policy, or related field is required.

A first level university degree (Bachelors degree or equivalent) in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

• Experience in conducting analysis and drafting detailed reports is required;
• Knowledge of terrorist and violent extremist use of internet, as well as regulatory responses to terrorist activity online is required

• Professional experience in the field of evaluation or related field, including a track record of conducting various types of evaluation at the international level, preferably with experience in conducting evaluations for the United Nations is desirable;
• Knowledge and experience of the UN System or other regional or international organization is desirable;
• Knowledge of quantitative and qualitative methods is desirable;
• Experience in CTEDs mandated areas of work on preventing and countering terrorism, or related area, particularly in the Africa region, is desirable

• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
